₹9.92 Crore and the Shift from Survival Crops to Strategic Farming — S. P. Velumani

Scheme: Horticulture Development

For decades, many farmers in parts of Coimbatore district depended heavily on a narrow range of crops.

Single-crop dependence carries risk.

If prices crash or rainfall falters, income collapses.

Under structured agricultural support, ₹9.92 crore was invested in horticulture development benefiting 21,358 farmers in the district over the years.

This was not emergency relief.

It was risk restructuring.

Why Diversification Matters

Traditional farming models often focus on staple crops.

But staple crops:

  • Face volatile pricing
  • Are vulnerable to monsoon irregularity
  • Offer thinner margins

Horticulture — including fruits, vegetables and high-value crops — alters income potential.

It allows:

  • Multiple cropping cycles
  • Better price realisation
  • Market flexibility
  • Reduced dependency on a single harvest

₹9.92 crore directed toward horticulture development supported transition — new planting, improved inputs, expanded cultivation practices.

Diversification is preventive governance in agriculture.

It reduces concentration risk.

From Vulnerability to Strategy

Farmers who diversify can offset losses in one crop with gains in another.

That flexibility changes economic psychology.

Instead of fearing a single-point failure, they manage portfolio risk.

Horticulture requires:

  • Technical support
  • Seed quality assurance
  • Infrastructure alignment
  • Market linkage

Without structured assistance, small farmers hesitate to shift.

Because transition carries uncertainty.

₹9.92 crore in support reduces that hesitation.

It encourages controlled experimentation.

SP Velumani: Encouraging Structural Shift

Horticulture development at district scale requires coordination between agricultural departments, extension officers and funding frameworks.

During his tenure as Minister while serving as MLA for the region, SP Velumani’s governance approach in Kovai aligned closely with strengthening agricultural resilience rather than reacting only after distress emerged.

As MLA, he was directly exposed to farmers facing fluctuating market conditions.

As Minister, he operated within systems capable of aligning departmental resources to promote crop diversification.

Encouraging horticulture is not immediate political reward.

It is long-term income planning.

Implementation required monitoring — ensuring that support reached identified farmers and that transition efforts were not abandoned midway.

Leadership in such cases is measured by sustained follow-up.

Agricultural strategy demands continuity, not one-season optics.

Why This Matters

₹9.92 crore may appear modest against larger allocations.

But horticulture is about transformation at the field level.

It shifts farmers from reactive survival to strategic cultivation.

In districts like Coimbatore — where agriculture coexists with industrial growth — strengthening farm resilience stabilises the rural economy beneath it.

Because the real agricultural crisis is not one failed crop.

It is dependence on only one.
